This thesis is an investigating study of syndicalism as it grew and developed in Greece within the Public Administration sector and amongst the Public service employees, during the period that started in 1974, with the beginning of the political changeover, until the end of the second governmental period of New Democracy, in 2009. It is this period that reflects both the essence of Greek syndicalism and Greek public service sector. During this thesis we have chosen to focus our study on ADEDY (Supreme Administration of Public Service Unions) and its special presence and contribution to the syndicalistic movement as it is the supreme and unique, third level, syndicalistic organization of the Public service unions in Greece. The close up examination of the complex and multiple relations that grow amongst syndicalism in the Public sector, political parties, public management and the public service employees, was considered imperative and necessary. This thesis was structured on a central axis that closely examined: 1) The standpoints-proposals and demands projected by ADEDY on Public Administration and Public service Issues, 2) The actions decided and taken by the Organization (recorded, classified and categorized) focusing on the strike actions and the specific analysis of their agenda, 3) Reviewing of the results of the organization’s actions according the degree of their effectiveness. This thesis was called upon to examine and confirm a main labor assumption, the existence and of a general and continuous ineffectiveness of the syndicalistic organization of ADEDY (with varying results according to the political party in government) as far as it concerns the implementation of the general core of its proposals, demands and aims projected by the organization itself, during the period examined (1974-2009). We consider the limited degree of political intervention and influence of this syndicalistic organization in the evolution of the Greek social formation during the period examined to be the result of this ineffectiveness. For the documentation of general conclusion of this thesis we have in particular studied: The implemented by the government policies on Public administration and Public service sector, classified by governmental period and thematic area, and the evaluation of these policies from the point of ADEDY as well as the degree of satisfaction to these policies of the organization also classified by period and thematic area, through a rating scale the researcher has created.
