E-government is a compound tendency of governments in all levels especially within their rules of management and decentralization with the access of civilians in public issues and has the purpose to promote: a) Better and efficient management b) Effective relationships among civilians and administration c) To provide efficient civilian access in the political process of decisions. When the idea of e-government took place everybody were talking about methods, technology, network, software etc.. After a while though it become obvious that in the e-government, “technology” isn’t the primary goal but it is only a tool and it looses it’s value if no one uses it. Today the majority of organizations have realized the fact that in order for e-government to succeed a change is required in the structures of public section, the educational training of public servants and a familiar contact and briefing about digital technology among the citizens. In the case of e-government our country is the “sweeper” according to European specific reports. Although, in theory a big part of the funds from the Information Society in our country are “intended” for the development of e-government, this project hasn’t done much of a progress. Apart from taxisnet and ikanet the e-government progress of organizations in our country is at the bottom. We must not also ignore the fact that the majority of citizens don’t have the required “e-knowhow“. The problem is huge, and there is a great deal of corporations and organizations that intervene. There has to be a lot of work to be done, in order for our country to approach the other developing countries. The e-government will consist a major issue in Greece the following years. This project exhibits the “application ways” of the e-government project, pros and cons the current circumstances and what are the perspectives about Greece. This project also introduces technological issues. The IDABC program (Interoperable Delivery of Pan-European e-Government Services to Public Administrations, Business and Citizens) aims in the Pan-European e-government provision services in Public Administrations, Corporations and Civilians. Furthermore it introduces the twenty (20) Public Administrations that consist the pilot project of i2010 for e-government and are (adopted) implemented by the Greek Digital Project and the Digital Strategy Movement 2006-2013. As a conclusion solutions are suggested that concern the creation of a complete City Portal based in the terms of Greek Functional Framework for e-government.
