Abstract

An efficient regulatory system is essential to a well functioning society andeconomy and depends on having effective processes and institutions for making andadministering regulation in all its forms. Therefore, the regulatory framework has tobe enhanced so that it will improve the analysis applied to regulatory proposals andhence the quality of regulation.Implicit in the enhanced framework is the acknowledged commitment by thepolitical hierarchy to carefully consider, at an early stage, the case for acting inresponse to a perceived policy problem, including addressing the fundamentalquestion of whether regulatory action is required, or whether the policy objectives canbe achieved by alternative measures which would involve lower costs for the citizens,business and the community in general.These new requirements for regulatory reforms are set out in this paperworkthat covers the rationale for the European and International framework, and providesguidance on the step by step analysis and consultation which must be undertakenwhen developing regulatory proposals. Within this framework, an attempt to defineand summarize the initial steps that policy officers need to follow are summarised anda case study suitable to promote the relevant methodology as part of such a reform isdeveloped and analyzed using special techniques.
