Μια κριτική ανάλυση της Αρχής της χρηστής Δημοσιονομικής Διαχείρισης

Abstract

Στην παρούσα διπλωματική εργασία το ερευνητικό ενδιαφέρον επικεντρώνεται στην κριτική αποτίμηση της εφαρμογής της Αρχής της Χρηστής Δημοσιονομικής Διαχείρισης (ΑΧΔΔ) στην Ελλάδα το διάστημα της κρίσης και σήμερα. Αναλύεται το εννοιολογικό και θεσμικό πλαίσιο που διέπει την ΑΧΔΔ και την εφαρμογή των περιοριστικών δημοσιονομικών μέτρων, δίνεται ιδιαίτερη έμφαση στην επεξήγηση των εργαλείων που εφαρμόζονται, καθώς και στους στόχους της χρηστής δημοσιονομικής διακυβέρνησης. Η εργασία αποσκοπεί στο να αναδείξει τον αντίκτυπο της ΑΧΔΔ τόσο στην οικονομία όσο και στην κοινωνία και παραθέτει μια σύγκριση του παραδείγματος της Ελλάδας με άλλα κράτη μέλη της ΕΕ με στόχο να εξεταστεί το κατά πόσο η εφαρμογή της ΑΧΔΔ αποτελούσε, τελικά, την πλέον ορθολογική επιλογή για τη χώρα κατά το διάστημα της κρίσης. Όπως αναδεικνύει η παρούσα έρευνα, αν και η ΑΧΔΔ αποτελεί ένα χρήσιμο εργαλείο για την αξιολόγηση της αποτελεσματικότητας των δημοσίων δαπανών, ενδέχεται σε ορισμένες περιπτώσεις να μην προσφέρει επαρκή ή ακόμα και κατάλληλα μέσα για μια ολιστική αποτίμηση της οικονομικής ανάπτυξης και της κοινωνικής ευημερίας μιας χώρας.

In this thesis, the research interest is focused on the critical assessment of the implementation of the Principle of Sound Public Finance in Greece during the crisis and today. The conceptual and institutional framework that governs the Principle of Sound Public Finance and the application of the restrictive fiscal measures is analyzed, particular emphasis is placed on the explanation of the tools applied, as well as on the objectives of good fiscal governance. The paper aims to highlight the impact of the Sound Public Finance on both the economy and society and provides a comparison of the example of Greece with other EU member states with the aim of examining whether the implementation of the Sound Public Finance was, in the end, the most rational option for the country during the crisis. As this research highlights, although the implementation Sound Public Finance is a useful tool for evaluating the effectiveness of public spending, it may in some cases not provide sufficient or even appropriate means for a holistic assessment of a country's economic development and social prosperity.
