Περίληψη:Η διδακτορική διατριβή εξετάζει την κονστρουκτιβιστική στροφή στη μελέτη της ευρωπαϊκής ενοποίησης, και ειδικότερα τη συμβολή της στην κατανόηση της διαδικασίας διαμόρφωσης ευρωπαϊκής πολιτείας στα πλαίσια μιας συμμετοχικής δημόσιας σφαίρας. Στη σύγχρονη θεωρητική συζήτηση για την Κοινότητα γίνεται ολοένα και πιο συχνά επίκληση σε έννοιες όπως η διαβούλευση, η δημόσια ρητορική, η εσωτερίκευση νορμών, η άσκηση της πειθούς, η κοινωνικοποίηση, η αντιπαράθεση επιχειρημάτων. Επιπλέον, η ίδια η διαδικασία της ενοποίησης αναδεικνύει μια νέα διαλεκτική διαμόρφωσης ενός σύνθετου συστήματος κρατών και πολιτών, καθώς με το πέρασμα του χρόνου μεταβάλλεται η φύση τόσο του γενικού συστήματος, όσο και των μονάδων που το απαρτίζουν. Σε αυτό το δυναμικό περιβάλλον, η θεωρία του κονστρουκτιβισμού εμφανίζεται ως ιδιαίτερα επίκαιρη χωρίς ακόμη, όμως, να έχει αποτυπωθεί συνολικά η ποιοτική συμβολή της στη μελέτη του ενοποιητικού φαινομένου. Το κεντρικό ερώτημα που τίθεται είναι: «Σε ποια έκταση και με ποιους τρόπους οικοδομείται μια νέα πολιτεία στην Ευρώπη;». Η απάντηση βρίσκεται στις μεταβαλλόμενες κοινωνικές οντολογίες της διαδικασίας, με την κονστρουκτιβιστική θεωρία να εστιάζει, μεταξύ άλλων, στην ανάδυση νέων συλλογικών νορμών και κανόνων, στη συμβιωτική σχέση μεταξύ πολλαπλών ταυτοτήτων και, εν γένει, στην οικοδόμηση νέων μορφών πολιτικής κοινότητας, στη διαμόρφωση των οποίων επιδρούν σημαντικά οι ιδέες, η γλώσσα και ο «λόγος» (discourse) στα πλαίσια της πολιτικής και κοινωνικής επικοινωνίας μεταξύ των ευρωπαϊκών θεσμών, κρατών και πολιτών. Σε αυτά τα συμφραζόμενα, η διατριβή στοχεύει να διερευνήσει τους τρόπους διαμόρφωσης κυρίαρχων αντιλήψεων καθώς και συγκρότησης συλλογικών ταυτοτήτων στην ΕΕ, οι οποίες θα μπορούσαν να συνθέσουν μια αξιόπιστη κονστρουκτιβιστική πρόταση για την απόδοση μιας κανονιστικής αντίληψης αλλά και αποστολής στις λειτουργίες που καλείται να επιτελέσει σήμερα η ευρωπαϊκή πολιτεία. Η προστιθέμενη αξία του Κονστρουκτιβισμού στη μελέτη της ευρωπαϊκής ενοποίησης αναγνωρίζεται στην απόπειρα κοινωνιολογικής θεμελίωσης του κλάδου καθώς και αναγνώρισης της ενεργού συμμετοχής του ερμηνευτή στα πολιτικά αποτελέσματα («θεωρία ως πρακτική»), θέτοντας κριτικά ερωτήματα της μορφής «πώς συμβαίνουν τα πράγματα», πώς τα νοήματα παράγονται και αποδίδονται στα διάφορα κοινωνικά υποκείμενα/αντικείμενα, συγκροτώντας ιδιαίτερες ερμηνευτικές προδιαθέσεις που δημιουργούν κάποιες δυνατότητες ενώ αποκλείουν άλλες. Σε επίπεδο μεθοδολογίας, υιοθετείται μια συνθετική και δυναμική κοινωνιολογική προσέγγιση, μια διεπιστημονική και αναστοχαστική θεώρηση που αντλεί από τη φιλοσοφία της Κοινωνικής Επιστήμης, τις Διεθνείς Σχέσεις, την κριτική κοινωνική θεωρία, τις θεωρίες της ενοποίησης και τις θεωρίες επικοινωνίας και ΜΜΕ. Προκειμένου να εξεταστούν οι βασικές παραδοχές του Κονστρουκτιβισμού στη μελέτη της ευρωπαϊκής ενοποίησης και να στοιχειοθετηθεί η ερμηνευτική συμβολή του, στο Εισαγωγικό Μέρος (ΚΕΦ. 1-2) της διατριβής παρουσιάζεται το γνωσιοθεωρητικό υπόβαθρό του στις Κοινωνικές Επιστήμες, η κοσμοθεωρία του σε οντολογικό και επιστημολογικό επίπεδο και έπειτα στις Διεθνείς Σχέσεις, μέσω μιας γενεαλογίας της διεθνούς θεωρίας. Στο Κύριο Μέρος (ΚΕΦ. 3-8) της διατριβής, εξετάζεται η κοινωνική κατασκευή της Ευρώπης. Παρουσιάζονται, επίσης, σε αντίστιξη, οι παραδοσιακές προσεγγίσεις που εστιάζουν στο ζήτημα της ευρωπαϊκής ταυτότητας αναζητώντας τι αντιπροσωπεύει, και ο Κονστρουκτιβισμός που επιχειρεί να συμβάλλει στην κατανόηση του πώς κατασκευάζεται, συνδέοντάς την με το ζήτημα της νομιμοποίησης του ευρωπαϊκού σχεδίου αλλά και αναδιφώντας πόσο πολιτική είναι αυτή σε σχέση με τις εθνικές μορφές ταυτότητας. Στη διατριβή εξετάζονται τόσο πρωτογενείς όσο και δευτερογενείς πηγές και παρατίθενται μελέτες περίπτωσης που απομακρύνονται από τη μονομερή εστίαση στις δομές ή στους δρώντες της ενοποίησης για να επικεντρωθούν στην ίδια τη διαδικασία της ευρωπαϊκής συγκρότησης. Οι ευρωπαϊκές διαδικασίες μεσολάβησης και κατασκευής διυποκειμενικού νοήματος, τα κυρίαρχα «καθεστώτα αλήθειας» ως διαρθρωμένα σύνολα ιδεών από τα οποία αντλούν οι δρώντες, η πρακτική της κοινωνικοποίησης στο ευρωπαϊκό θεσμικό περιβάλλον, οι νέες γνωσιακές δομές που συνδέονται με την υπό ανάδυση ευρωπαϊκή δημόσια σφαίρα, η κοινωνική κατασκευή της γνώσης στο πλαίσιο της επικοινωνιακής πολιτικής της ΕΕ, οι διαλεκτικές οπτικές για την ΕΕ και ο ρόλος των επιστημονικών κοινοτήτων αποτελούν τις κύριες συνιστώσες του κονστρουκτιβιστικού επιχειρήματος υπέρ της κοινωνικής κατασκευής της ευρωπαϊκής πραγματικότητας. Στο τελευταίο μέρος (ΚΕΦ. 9) της διατριβής παρατίθενται τα ευρήματά της και επιχειρείται η αποτίμηση της συμβολής της θεωρίας του Κονστρουκτιβισμού στη μελέτη της ευρωπαϊκής ενοποίησης καθώς και μια κριτική. Η διατριβή ολοκληρώνεται με τη Βιβλιογραφία και τα Παραρτήματα.
Abstract:The thesis examines the constructivist turn in the study of European integration, and in particular its contribution to the understanding of the European polity formation process within the framework of a participatory public sphere. In the contemporary theoretical discussion on the Community, we are increasingly relying on concepts such as consultation, public rhetoric, internalization of norms, persuasion, socialization, and argumentation. Moreover, the very process of integration brings out a new dialectic formation of a complex system of states and citizens, since gradually both the nature of the general system and the units that compose it are changing. In this dynamic environment, the theory of constructivism seems to be particularly relevant without, however, being able yet to map its overall qualitative contribution to the study of the unifying phenomenon. The central question addressed is: “To what extent and in what ways is a new polity being built in Europe?”. The answer lies in the changing social ontologies of the process, with the constructivist theory to focus, inter alia, on the emergence of new collective norms and rules, the symbiotic relationship of multiple identities and new forms of political community, the shaping of which is significantly affected by ideas, language and discourse, developed within the context of political and social communication that take place between European institutions, states and citizens. Upon this background, the thesis aims to explore how the dominant perceptions are formed and the collective identities are constructed in the EU, in order to make a reliable constructivist proposal attributing a normative mission to the functions assigned today to the European polity. The added value of Constructivism in the study of European integration is linked to its attempt to recognize and valorize the sociological foundation of the discipline and the active participation of scholars in the political outcomes (“theory as practice”), by posing critical questions such as “how things happen” – how meanings are produced and allocated to the various social subjects / objects, setting up specific interpretative predispositions that create some opportunities while excluding others. On methodological level, a synthetic and dynamic sociological approach is adopted, an interdisciplinary and reflective outlook that draws from the philosophy of Social Science, International Relations, critical social theory, theories of integration and communication and mass media theories. In order to examine the basic assumptions of Constructivism in the study of European integration and to discuss its interpretative contribution, the introductory part (Ch. 1-2) of the dissertation presents the knowledge basis and basic tenets of Constructivism in Social Sciences, namely its worldview in ontological and epistemological level and then in International Relations, through a genealogy of the international theory. In the main part (CH. 3-8) of the thesis, the social construction of Europe is examined. In addition, traditional approaches are presented that focus on the issue of European identity, seeking to define what it represents, in contradiction to Constructivism, which seeks to contribute to the understanding of how this identity is constructed, linking it to the issue of the legitimacy of the European project and examining how political it is in relation to the national forms of identity. Furthermore, both primary and secondary sources are examined and many case studies are discussed, permitting us to stay away from the unilateral focus on the structures or the actors of the integration in order to focus on the actual process of the European constitution. The European procedures of mediation and construction of intersubjective meaning, the dominant discourses as a structured set of ideas from which actors can draw, the practice of socialization within the European institutional environment, the new cognitive structures associated with the emergence of the European public sphere, the social construction of knowledge in the context of the EU communication policy, the discursive approaches of the EU and the role of scientific communities are the main components of the constructivist argument in favor of the social construction of the European reality. In the last part (Ch. 9), the findings of the dissertation are presented and there is an attempt to assess the contribution of Constructivist theory to the study of European integration as well as an attempt to provide a critical review. Bibliography and Annexes follow.
