Περίληψη:Το θεωρητικό πλαίσιο εντός του οποίου εντάσσεται το αντικείμενο της διατριβής, είναι αυτό των επιστημών οργάνωσης και λειτουργίας της πολιτείας. Ειδικότερα, η βασική προβληματική της διατριβής αφορά την εξέλιξη και διαμόρφωση της πολιτικής και κοινωνικής διδασκαλίας της Καθολικής Εκκλησίας, καθώς και την επίδραση που αυτή είχε στη διαμόρφωση της δημόσιας (κρατικής) εξουσίας, πολιτικής και διοίκησης. Ειδικότερα ζητήματα αποτελούν η ανάπτυξη μιας θεωρίας του κράτους, η διάκριση κράτους και κοινωνίας, οι σχέσεις οικονομικής και πολιτικής εξουσίας, η θέσπιση και ο σκοπός της πολιτικής κοινωνίας, το εύρος και οι περιορισμοί των αρμοδιοτήτων της πολιτικής εξουσίας, η υπόδειξη ή η υπονόμευση συγκεκριμένων δημόσιων πολιτικών, η κριτική του δημοκρατικού συστήματος, η αυτονόμηση της κοινωνίας των πολιτών και οι σχέσεις της προς την κρατική εξουσία, η θεμελιώδης αρχή του ¨κοινού καλού¨, η διατύπωση των αρχών της ¨αλληλεγγύης¨ και της ¨επικουρικότητας¨, καθώς και η συμβολή στην ανάπτυξη και οργάνωση της διεθνούς κοινότητας. Μέχρι σήμερα το κύριο βάρος της σχετικής έρευνας έχει δοθεί στη μελέτη της ανάπτυξης πολιτειολογικών θεωριών από σημαντικούς συγγραφείς όπως ο Αυγουστίνος ή ο Θωμάς Ακινάτης, στα αίτια και τις επιπτώσεις του περί περιβολής (de investiture) αγώνα ή σε εξειδικευμένες περιπτώσεις, στη διατύπωση πολιτικών – διοικητικών απόψεων μέσω των specula principum των μεσαιωνικών, χριστιανικών κατά κύριο λόγο, κατόπτρων των ηγεμόνων. Βασικό χαρακτηριστικό αυτής της τάσης ήταν το βάρος να δίνεται πολύ περισσότερο στο regimen regale (τη βασιλική διακυβέρνηση) και τη σχέση της προς το regimen animarum (τη διακυβέρνηση ψυχών) και λιγότερο στο regimen politicum την πολιτική διακυβέρνηση, που αποτελεί το επίκεντρο του ενδιαφέροντος της έρευνας, στο πλαίσιο της υποβαλλόμενης διδακτορικής διατριβής. Η διατριβή διακρίνεται σε δύο μέρη. Το πρώτο, διακρίνεται σε δύο επιμέρους κεφάλαια, το πρώτο των οποίων αναφέρεται στα ιστορικά προλεγόμενα και περιλαμβάνει την ιστορική εξέλιξη και διαμόρφωση του ιστορικού πλαισίου, με αφετηρία τις πρώιμες απόψεις της Εκκλησίας για την εξουσία και την πολιτειακή συγκρότηση. Ακολούθως εξετάζονται διακεκριμένοι στοχαστές που επηρέασαν καθοριστικά τη σχετική προβληματική, όπως ο Αυγουστίνος, ο Γρηγόριος Α΄ ο Μέγας, ο Γρηγόριος Ζ΄, ο Ιννοκέντιος Γ΄ και ο Θωμάς Ακινάτης. Το δεύτερο κεφάλαιο του πρώτου μέρους προσεγγίζει τη συνάντηση των πολιτειακών απόψεων που διαμορφώθηκαν στο ανωτέρω ιστορικό πλαίσιο με το νεότερο κόσμο. Στο πλαίσιο αυτό εξετάζονται η ιδέα της αντίστασης στην αυθεντία της Εκκλησίας, η θεωρία του Συνοδισμού (conciliarismus), οι επιδράσεις της Μεταρρύθμισης αλλά και της Αντιμεταρρύθμισης. Επίσης προσεγγίζεται η εξέλιξη των σχετικών απόψεων της Εκκλησίας υπό το πρίσμα του Διαφωτισμού και της Γαλλικής Επανάστασης και αναλύεται ειδικότερα η περίοδος του 19ου αιώνα και οι πολιτικές προϋποθέσεις ανάπτυξης της κοινωνικής διδασκαλίας. Το κεφάλαιο ολοκληρώνεται με ειδικότερη αναφορά στον Πίο Θ΄ και τη διδασκαλία που αναπτύχθηκε στο πλαίσιο της Α΄ Συνόδου του Βατικανού. Ως χρονική αφετηρία του δεύτερου μέρους της διατριβής τίθεται η έκδοση της θεμελιώδους κοινωνικής εγκυκλίου Rerum Novarum (περί του εργατικού ζητήματος) του Πάπα Λέοντα ΙΓ΄ το 1891 και πέρας, η εγκύκλιος Caritas in Veritate (περί της ολοκληρωμένης προόδου του ανθρώπου) του Πάπα Βενέδικτου ΙΣΤ΄ το 2009. Η εγκύκλιος Rerum Novarum, ακολουθεί την Α΄ Σύνοδο του Βατικανού (1869 – 1870) και την έκδοση των εγκυκλίων Diuturnum το 1881 (περί των αρχών της κρατικής εξουσίας), Immortale Dei το 1885 (περί του συντονισμού της συνεργασίας Κράτους και Εκκλησίας), Sapientiae Christianae το 1890 (περί των βασικών υποχρεώσεων του χριστιανού πολίτη) και Libertas το 1888 (περί της ελευθερίας του ανθρώπου). Η εγκύκλιος αυτή, σε συνδυασμό με τις υπόλοιπες που αναφέρονται σ’ αυτή την παράγραφο, αποτελεί τη βάση της σύγχρονης Καθολικής κοινωνικής διδασκαλίας και αποδεικνύεται ότι επηρέασε όσο λίγα κείμενα το υπό διερεύνηση ζήτημα. Ακολούθως, εξετάζονται η εγκύκλιος Quadragesimo anno το 1931 (περί του κοινωνικού και οικονομικού προβλήματος) από τον Πάπα Πίο ΙΑ΄ και οι εγκύκλιοι Mit brennender Sorge το 1937 (περί της καταστάσεως της Καθολικής Εκκλησίας στη ναζιστική Γερμανία) και Divini Redemptoris επίσης το 1937 (περί του άθεου κομμουνισμού). Με τη μελέτη των πηγών αυτών, ολοκληρώνεται η περίοδος της έρευνας που καλύπτει το πρώτο μισό του εικοστού αιώνα. Ακολούθως εξετάζονται οι εγκύκλιοι Mater et Magistra το 1961 (περί των νεωτέρων εξελίξεων του κοινωνικού προβλήματος) και Pacem in Terris το 1963 (περί της ειρήνης όλων των εθνών) του Πάπα Ιωάννη ΚΓ΄, τα πορίσματα (δογματικές και ποιμαντικές διατάξεις και μηνύματα) της Β΄ Συνόδου του Βατικανού 1962 - 1965, οι εγκύκλιοι Populorum Progressio το 1967 (περί της ανάπτυξης των λαών) και Octogesima Adveniens το 1971 (για τα ογδόντα χρόνια από την εγκύκλιο Rerum Novarum) του Πάπα Παύλου Στ΄ και οι εγκύκλιοι Laborem exercens το 1981 (περί της ανθρώπινης εργασίας) και Sollicitudo rei socialis το 1987 (περί της κοινωνικής μέριμνας) του Πάπα Ιωάννη Παύλου Β΄. Η περίοδος αυτή καλύπτει το χρονικό διάστημα του ψυχρού πολέμου που ακολουθεί τον Β΄ παγκόσμιο πόλεμο και ολοκληρώνεται συμβολικά με την πτώση του τείχους του Βερολίνου το 1989. Στη συνέχεια μελετώνται οι εγκύκλιοι Centesimus annus το 1991 (περί του εργατικού ζητήματος) και Socialium Scientiarum το 1994 περί της ίδρυσης ποντιφικής ακαδημίας κοινωνικών επιστημών) του Πάπα Ιωάννη Παύλου Β΄ και οι εγκύκλιοι Deus Caritas est το 2005 (περί της χριστιανικής αγάπης) και Caritas in Veritate το 2009 (περί της ολοκληρωμένης προόδου του ανθρώπου) του Πάπα Βενέδικτου ΙΣΤ΄. Την περίοδο αυτή μελετάται επίσης η αποστολική διάταξη Fidei Depositum το 1992 (για τη δημοσίευση της Κατήχησης της Καθολικής Εκκλησίας) του Ιωάννη Παύλου Β΄ και η συνοπτική της εκδοχή που δημοσιεύθηκε με ιδιόβουλο του Πάπα Βενέδικτου ΙΣΤ΄ το 2005. Σημαντικά ζητήματα που ερευνώνται παράλληλα και που αν και χρονικά εντάσσονται στις ανωτέρω περιόδους, εντούτοις έχουν οριζόντια επίδραση στον πυρήνα της έρευνας, αποτελούν: η εμφάνιση και λειτουργία της χριστιανοδημοκρατίας σε πολλές αστικές κοινωνίες, η οργάνωση δυναμικών κινήσεων της κοινωνίας των πολιτών (π.χ. Action Catholique) και η ιστορική εξέλιξή και επίδρασή τους στο υπό μελέτη ζήτημα, η ίδρυση του κράτους του Βατικανού το 1929 και η επίδραση της διεθνούς νομικής προσωπικότητας της Αγίας Έδρας (π.χ. υπογραφή κονκορδάτων κ.λπ.), η πολιτική οργάνωση αυτού του κράτους, το οργανωτικό - διοικητικό μοντέλο της Καθολικής Εκκλησίας και η συγκριτική του ανάλυση στο πλαίσιο των διοικητικών συστημάτων, το φαινόμενο του χριστιανικού κοινωνισμού, η σταδιακή ανάπτυξη της ¨θεολογίας της απελευθέρωσης¨ και η επίδρασή της τόσο επί της καθόλου κοινωνικής διδασκαλίας όσο και ειδικότερα σε συγκεκριμένες γεωγραφικές περιοχές, η πτώση του ανατολικού συνασπισμού, η συμβολή της Καθολικής Εκκλησίας στην ίδρυση διεθνών οργανισμών, κ.α. Η διατριβή περιλαμβάνει δύο excursus, το πρώτο των οποίων αναφέρεται στην έννοια της εργασίας στην κοινωνική διδασκαλία και το δεύτερο στη σχέση της κοινωνικής διδασκαλίας με την παγκόσμια οικονομική κρίση. Ακολουθούν τα συμπεράσματα και η αναλυτική παράθεση των πηγών και της σχετικής βιβλιογραφίας. Η διατριβή ολοκληρώνεται με ένα εκτενές παράρτημα στο οποίο δημοσιεύεται για πρώτη φορά η μόνη αντίστοιχη (από μεθοδολογικής απόψεως) προσέγγιση των ζητημάτων που τίθενται στο πλαίσιο της κοινωνικής διδασκαλίας της Καθολικής Εκκλησίας, εκ μέρους της Ανατολικής Εκκλησίας και ειδικότερα οι αρχές του κοινωνικού δόγματος της Ρωσικής Ορθόδοξης Εκκλησίας. Ο βασικός προβληματισμός και οι υποθέσεις εργασίας της έρευνας, που ακολουθεί την περιγραφική – ιστορική προσέγγιση, υπήρξαν αφ’ ενός η ανάδειξη και κωδικοποίηση των θεμελιωδών πτυχών της καθολικής κοινωνικής διδασκαλίας και η επιβεβαίωση της συγκρότησης μιας συγκεκριμένης πολιτειολογικής πρότασης εκ μέρους της και αφ’ ετέρου η διερεύνηση της θεωρητικής – ιδεολογικής αλλά και πρακτικής επίδρασής της στην δυτική πολιτειολογία. Η σημασία των αποτελεσμάτων έγκειται στην κάλυψη του κενού που υφίσταται σήμερα σε επίπεδο βιβλιογραφίας γύρω από το ζήτημα και η ανάδειξη επιμέρους θεμάτων που εντάσσονται στα επιστημονικά πεδία της ιστορίας των θεσμών, της συγκριτικής ανάλυσης διοικητικών συστημάτων, και της δημόσιας διοίκησης και πολιτικής. Η μεθοδολογία της έρευνας βασίστηκε πρωτίστως στην μελέτη των πρωτογενών πηγών (εγκύκλιοι, αδημοσίευτα κείμενα, κ.α.), στην ιστορική τους εξέλιξη, συνδυαστικά με τη μελέτη της σχετικής βιβλιογραφίας.
Abstract:The theoretical framework within which lies the object of this thesis is that of the sciences of organization and function of the state. In particular, the main focus of the thesis is on the development and formulation of the political and social teaching of the Catholic Church, as well as the effect that this had on shaping public (state) power, policy and administration. More specific issues are the development of a theory of the state, the distinction between state and society, the relations of economic and political power, the establishment and purpose of political society, the scope and limitations of the powers of political power, the designation or undermining of certain public policies, the criticism of the democratic system, the empowerment of civil society and its relations to state power, the fundamental principle of the “common good”, the formulation of the principles of “solidarity” and “subsidiarity”, as well as the contribution to the development and organization of the international community. So far the main focus of the relevant research has been on the study of the development of theories of politics by prominent authors such as Augustine or Thomas Aquinas, on the causes and effects on investiture (de investiture) struggle or in specialized cases, the formulation of political-administrative views through specula principum of the medieval, primarily Christian, mirrors of the rulers. A key feature of this trend was to place emphasis much more to the regimen regale (the royal governance) and its relationship to the regimen animarum (governance of souls) and less on the regimen politicum, the political governance, which constitutes the focus of the research conducted under the submitted doctoral thesis. The thesis is divided into two parts. The first is divided into two sub-chapters, the first of which refers to the historical prolegomena and includes the historical evolution and formulation of the historical context, starting with the early opinions of the Church regarding power and state constitution. Next follows the study of eminent thinkers who have decisively influenced the relevant area, such as Augustine, Gregory I the Great, Gregory VII, Innocent III and Thomas Aquinas. The second chapter of the first part approaches the crossing of views on the state that were shaped within the above historical context with the newer world. Within this framework the issues examined are the idea of resistance to the authority of the Church, the theory of Synodism (conciliarismus), the effects of Reformation and Counter-Reformation. It also approaches the development of the relevant views of the Church in the light of Enlightenment and the French Revolution and the period of the 19th century and the political conditions for the development of social teaching are specifically analyzed. The chapter concludes with specific reference to Pius IV and the teaching developed in the context of the 1st Vatican Council. The time span of the second part of the thesis is from the issuance of the fundamental social circular Rerum Novarum (on the labor issue) by Pope Leo XIII in 1891 to the circular Caritas in Veritate (on the integrated human progress) by Pope Benedict XVI in 2009. The circular Rerum Novarum comes after the 1st Vatican Council (1869 – 1870) and the issuance of the circulars Diuturnum in 1881 (on the principles of state power), Immortale Dei in 1885 (on the coordination of the cooperation between Church and State), Sapientiae Christianae in 1890 (on the basic obligations of the Christian citizen) and Libertas in 1888 (on human freedom). This circular, in conjunction with the others mentioned in this paragraph, constitutes the basis of modern Catholic social teaching and it is proven that it is one of the few texts that have had an influence on the issue under investigation. Next, the circular Quadragesimo anno in 1931 (on the social and economic problem) by Pope Pius XI and the circulars Mit brennender Sorge in 1937 (on the state of the Catholic Church in Nazi Germany) and Divini Redemptoris also in 1937 (on atheist communism) are examined. The study of these sources concludes the period of the research that covers the first half of the twentieth century. Then, the thesis examines the circulars Mater et Magistra in 1961 (on the newer developments of the social problem) and Pacem in Terris in 1963 (on the peace of all nations) by Pope John XXIII, the findings (doctrinal and pastoral provisions and messages) of the 2nd Vatican Synod in 1962 – 1965, the circulars Populorum Progressio in 1967 (on the development of peoples) and Octogesima Adveniens in 1971 (for the eighty years from the circular Rerum Novarum) by Pope Paul VI and the circulars Laborem exercens in 1981 (on human labor) and Sollicitudo rei socialis in 1987 (on social welfare) by Pope John Paul II. This period covers the period of the Cold War that followed the Second World War and ends symbolically with the fall of the Berlin Wall in 1989. Then, the thesis studies the circulars Centesimus annus in 1991 (on the labor issue) and Socialium Scientiarum in 1994 (on the establishment of the Pontifical Academy of Social Sciences) by Pope John Paul II and the circulars Deus Caritas est in 2005 (on Christian love) and Caritas in Veritate in 2009 (on complete human progress) by Pope Benedict XVI. During this period the apostolic order Fidei Depositum in 1992 (on the publication of the Catechism of the Catholic Church) by John Paul II and its concise version published with a motu proprio1 by Pope Benedict XVI in 2005 are studied. Important issues that are investigated in parallel and although falling within the above-mentioned time periods, have a horizontal effect on the core of the research, are: the appearance and function of the Christian Democracy in many urban communities, the organization of dynamic movements of civil society (e.g. Action Catholique) and their historical evolution and effect on the issue under study, the establishment of the State of the Vatican in 1929 and the impact of the international legal personality of the Holy See (e.g. signing of Concordia, etc.), the political organization of this state, the organizational – administrative model of the Catholic Church and its comparative analysis in the context of administrative systems, the phenomenon of Christian societism, the gradual development of “liberation theology” and its effect both on all social teaching and particularly in specific geographical areas, the fall of the Eastern coalition, the contribution of the Catholic Church in establishing international organizations, etc. The thesis includes two excursus, the first of which refers to the concept of work in social teaching and the second to the relation of social teaching to the global economic crisis. Next follow the findings and a detailed listing of sources and relevant bibliography. The thesis is concluded with an extensive appendix where there is publication for the first time of the only relevant (from a methodological point of view) approach to issues that arise in the context of the social teaching of the Catholic Church, by the Eastern Church and in particular the principles of the social doctrine of the Russian Orthodox Church. 1 A motu proprio (Latin "on his own impulse") is a document issued by the Pope (or by a monarch) on his own initiative and personally signed by him. The main concerns and work assumptions of the research that follows the descriptive – historical approach, have been on the one hand the emergence and codification of the fundamental aspects of the Catholic social teaching and the affirmation of the establishment of a specific politics proposal on its behalf and on the other hand the exploration of its theoretical – ideological and also practical influence on western politics. The significance of the results lies in bridging the gap that currently exists at the level of bibliography on the issue and highlighting specific issues that fall within the scientific fields of the history of institutions, the comparative analysis of administrative systems and public administration and policy. The research methodology was based primarily on the study of primary sources (circulars, unpublished texts, etc.), in their historical development, combined with the study of the relevant bibliography.
