Η ερευνητική εργασία αφορά στο ευρύτερο θέμα της εμπλοκής των Εθνικών Κοινοβουλίων των κρατών-μελών της Ευρωπαϊκής Ένωσης στη διαδικασία της ευρωπαϊκής ενοποίησης, παίρνοντας ως περιπτωσιακή μελέτη τη προσαρμογή της Ελληνικής Βουλής στο ευρωπαϊκό γίγνεσθαι παράλληλα με την ευρύτερη ανάγκη για εξευρωπαϊσμό, μία έννοια γύρω από την οποία αναπτύχθηκε πλούσια ακαδημαϊκή συζήτηση. Η συζήτηση περί δημοκρατικού ελλείμματος στην Ένωση και η συνειδητοποίηση της απώλειας της πολιτικής δύναμης των κρατικών Κοινοβουλίων, απόρροια της μεταφοράς και άσκησης της δικής τους νομοθετικής αρμοδιότητας από τον ενωσιακό νομοθέτη (από το Συμβούλιο αρχικά, από το Ευρωπαϊκό Κοινοβούλιο μαζί με το Συμβούλιο αργότερα), οδήγησε σταδιακά στο αίτημα για ενεργότερη συμμετοχή και ενίσχυση του ρόλου των Εθνικών Κοινοβουλίων στο ενωσιακό οικοδόμημα, ως εκπροσώπων των λαών της Ευρώπης. H πρόοδος της ευρωπαϊκής ολοκλήρωσης επέφερε αλλαγές στον ρόλο των Εθνικών Κοινοβουλίων, σεβόμενα πάντα τον ρόλο των ευρωπαϊκών οργάνων, προκειμένου να καθιερωθεί αποτελεσματικός δημοκρατικός έλεγχος της ευρωπαϊκής νομοθεσίας σε όλα τα επίπεδα. Η τάση αυτή ενισχύθηκε από τις νέες διατάξεις που εισήχθησαν με τη Συνθήκη της Λισαβόνας. Αξιοποιώντας πρωτογενείς και δευτερογενείς πηγές καθώς και το αρχειακό υλικό της Βουλής των Ελλήνων, με την ολοκλήρωση της μελέτης αυτής της εργασίας, θα είμαστε σε θέση: να γνωρίζουμε τη διαχρονική εξέλιξη του ρόλου των Εθνικών Κοινοβουλίων στο ευρωπαϊκό οικοδόμημα (από τις Ιδρυτικές Συνθήκες έως και τη Συνθήκη της Λισαβόνας), να έχουμε μια πληρέστερη εικόνα της λειτουργίας του συστήματος εμπλοκής των Εθνικών Κοινοβουλίων στην Ενωσιακή πολιτική διαδικασία, μέσω της ανάλυσης και ερμηνείας της σχέσης που διέπει τα κρατικά Κοινοβούλια με την Ένωση, την κοινοτική νομοθεσία, τις εθνικές κυβερνήσεις και δικαστήρια, και το Ευρωπαϊκό Κοινοβούλιο, να αντιλαμβανόμαστε τις έννοιες του κοινοβουλευτικού ελέγχου και της νομιμοποίησης στην Ευρωπαϊκή Ένωση, ως βάση, για την καλύτερη κατανόηση της ευρωπαϊκής διαδικασίας λήψης αποφάσεων και της προσπάθειας μείωσης του δημοκρατικού ελλείμματος στην Ένωση, να κατανοήσουμε/ερμηνεύσουμε τις προσπάθειες του Ελληνικού Κοινοβουλίου για ευρύτερη συμμετοχή του στην ενοποιητική διαδικασία, έχοντας κατά νου την ιστορική διαδρομή των σχέσεων Κυβέρνησης-Βουλής, σε συνάρτηση με την ευρύτερη ελληνική πολιτική πραγματικότητα.
Abstract:
The research project is a study about the wider subject of the complicity of the National Parliaments of the European Union’s States in the procedure of the European integration, considering as case study the adjustment of the Greek Parliament to the idea of the European unification while at the same time having in mind the wider need of “Europeanization”, an idea about which a rich academic discussion has been taking place. The discussion about the deficit of democracy within the Union and the recognition of the loss of the political force of the National Parliaments, due to the transfer and exercise of their own legislative power to the Union’s legislators (at first to the European Council and secondly to the Council and European Parliament) led gradually to the request for more active participation of the National Parliaments to the edifice of the European Union and for a reinforcement of their role as representatives of the European People. The progress of the European integration has brought changes to the role of the National Parliaments, with respect always to the role of the European institutions, so that an effectual democratic control of the European legislation can be established to every level. This tendency was reinforced by the new warranties which were introduced with the Treaty of Lisbon. Using primary and secondary sources, as well as the archival material of the Greek Parliament, with the completion of this study we will be able: to know the ongoing evolution of the role of the National Parliaments to the European edifice (starting from the founding Treaties to the Treaty of Lisbon) to have a more complete idea of the function of the system of the National Parliaments’ involvement to the procedure of the Union’s political integration through the analysis and interpretation of the relationship between the National Parliaments and the European Union, the EU’s legislation, the National Governments and Juries and the European Parliament. to understand the meaning of the parliamentary scrutiny and of the legalization within the European Union as a basis for the better understanding of the procedure of the decision making within the European institutions , as well as of the attempt to reduce the deficit of democracy within the Union To understand and explain the attempts of the Greek Parliament to achieve a wider participation to the procedure of integration keeping in mind the histocal rute of the relations between Government and Parliament in relation to the wider greek political reality.
