Τα τελευταία χρόνια έχουν συμβεί γεγονότα τα οποία τείνουν να αλλάξουν τις γεωπολιτικές ισορροπίες στην Ανατολική Μεσόγειο, δημιουργώντας νέες στρατηγικές συμφωνίες, αλλά και νέες αντιπαραθέσεις που προκύπτουν κυρίως από τα ενεργειακά ζητήματα. Η Ανατολική Μεσόγειος αποτελεί ένα πολλά υποσχόμενο πεδίο εξόρυξης, αποτελεί όμως και έναν ενεργειακό «ασκό του Αιόλου», που απελευθερώνει θεμιτές και αθέμιτες φιλοδοξίες των κρατών και προκαλεί εντάσεις, που όσο θα απελευθερώνονται μεγαλύτερα ποσά ενέργειας, τόσο θα εντείνονται. Οι πρόσφατες ανακαλύψεις ενεργειακών πόρων στα σπλάχνα της και οι διεθνείς εξελίξεις στη Μέση Ανατολή και στη Βόρεια Αφρική ανέδειξαν τη διεθνώς αναγνωρισμένη σημασία της περιοχής αυτής, την κρισιμότητα του ρόλου της Ελλάδας και της Κύπρου και τις ευκαιρίες που μπορούν να προκύψουν μέσα από αμυντικές συνεργασίες. Οι ραγδαίες μεταβολές που έχει υποστεί το εγγύς γεωπολιτικό περιβάλλον οδήγησαν στην προσέγγιση της Ελλάδας και της Κύπρου με το Ισραήλ και στην οικοδόμηση μιας άνευ προηγουμένου συνεργασίας, με αφετηρία τον τομέα της ενέργειας και επεκτεινόμενη σε όλα τα επίπεδα, από τον πολιτισμό μέχρι την άμυνα. Οι Μεγάλες Δυνάμεις για τους δικούς τους λόγους βλέπουν με θετικό μάτι την προσέγγιση των τριών χωρών, ενώ η Τουρκία εξαργυρώνει την εφαρμογή της νεο-οθωμανικής πολιτικής της στην περιοχή. Για την Ελλάδα και την Κύπρο παρουσιάζεται μια μοναδική ευκαιρία να διαδραματίσουν πρωταγωνιστικό ρόλο στα ενεργειακά και πολιτικά τεκταινόμενα, αναβαθμίζοντας τη θέση τους στη διεθνή πολιτική σκηνή. Η ανά χείρας διατριβή, στη βάση της θεωρίας του επιθετικού ρεαλισμού και με τη βοήθεια των αναλυτικών εργαλείων της θεωρίας των Συμμαχιών, θα πραγματευθεί την ανάλυση των διαμορφούμενων σχέσεων και των συμφερόντων Ελλάδας-Ισραήλ-Τουρκίας και Κύπρου στο χώρο της Ανατολικής Μεσογείου και θα αναδείξει τα οφέλη και τις επιπτώσεις ασφαλείας στην Κύπρο. Θα διερευνήσει συνάμα τον ρόλο της Ελλάδας και της Κύπρου τόσο στο παρόν - συνεξετάζοντας το διαμορφούμενο, μέσα από στρατηγικές συνεργασίες και έριδες, διεθνές περιβάλλον - όσο και στο μέλλον, αναδεικνύοντας τις ορθολογικές κινήσεις που θα τις οδηγήσουν να επιτύχουν τους στρατηγικούς τους στόχους. Αρχικά, θα γίνει μια προσπάθεια να παρουσιαστεί η γεωπολιτική, γεωστρατηγική και γεωοικονομική αξία της Ανατολικής Μεσογείου και μέσω της επισκόπησης αυτής θα τονισθεί η σημασία της για την εξασφάλιση της διαπεριφερειακής ασφάλειας. Μετά από τη σκιαγράφηση της διεθνούς παρουσίας των τεσσάρων δρώντων και την ιστορική ανασκόπηση των μεταξύ τους σχέσεων, θα ερευνηθεί η προσέγγιση Ελλάδας-Ισραήλ-Κύπρου και θα αναλυθούν οι τουρκικές επιδιώξεις στην Ανατολική Μεσόγειο. Λαμβάνοντας υπόψη τόσο ορισμένα πάγια χαρακτηριστικά των τριών κρατών (Ελλάδας-Ισραήλ-Κύπρου), όσο και τους κύριους παράγοντες διαμόρφωσης των τριγωνικών σχέσεων, θα επιχειρηθεί η αποτύπωση των προοπτικών σε ότι αφορά στα δίπολα του τριγώνου, υπό τις δομικές πιέσεις ενός διεθνοπολιτικού περιβάλλοντος υψηλής αστάθειας, ενώ θα καταγραφούν τα οφέλη και οι επιπτώσεις ασφαλείας για την Κύπρο, καθώς και τα κοινά μέτρα των τριών κρατών για την εξισορρόπηση του τουρκικού αναθεωρητισμού. Τέλος, θα παρουσιασθούν συνοπτικά συμπεράσματα και προτάσεις της παρούσας ερευνητικής προσπάθειας για τις μελλοντικές δυνατότητες Ελλάδας και Κύπρου στην περιοχή της Ανατολικής Μεσογείου, ώστε να αντιμετωπίσουν την αναθεωρητική Τουρκία και να διασφαλίσουν περεταίρω τα κυριαρχικά τους δικαιώματα.
Abstract:
In recent years, transformative events have unfolded in the Eastern Mediterranean, reshaping geopolitical dynamics and giving rise to new strategic alliances and conflicts, primarily stemming from energy-related issues. The region holds significant promise as a resource-rich area, but it can also become a powderkeg, triggering both legitimate and illegitimate ambitions among states and escalating tensions with the increasing release of energy. The recent discoveries of energy resources in the region, coupled with international developments in the Middle East and North Africa, underscore the globally recognized importance of the Eastern Mediterranean. This emphasizes the critical roles of Greece and Cyprus and highlights opportunities through defense partnerships. The dynamic shifts in the immediate geopolitical landscape have prompted Greece and Cyprus to forge closer ties with Israel, leading to an unprecedented cooperation spanning various sectors, starting with energy and extending to cultural and defense realms. The Powers-That-Be view this rapprochement positively for their own reasons, while Turkey capitalizes on implementing its neo-Ottoman policy in the region. For Greece and Cyprus, this situation presents a unique opportunity to assume a leading role in energy and political developments, thereby elevating their status on the international political stage. This thesis, grounded in the theory of offensive realism and employing analytical tools from alliance theory, will scrutinize the evolving relations and interests of Greece, Israel, Turkey, and Cyprus in the Eastern Mediterranean. It will shed light on the benefits and security implications for Cyprus, examining the current situation through the lens of strategic partnerships and disputes and projecting into the future in order to identify rational moves that align with their strategic goals. The analysis begins by presenting the geopolitical, geostrategic, and geoeconomic significance of the Eastern Mediterranean, emphasizing its role in ensuring interregional security. Following this, the international presence of the four actors and a historical review of their relationships will be outlined. The rapprochement of Greece, Israel, and Cyprus will be dissected, alongside an analysis of Turkish aspirations in the region. Considering the fixed characteristics of these states and key factors shaping their interconnected relations, the study aims to capture the perspectives of each country, within the context of a highly unstable international political environment. It will document the benefits and security implications for Cyprus and assess the collaborative measures taken by the three partners to counterbalance Turkish revisionism.
