Η παρούσα διπλωματική εργασία σκοπεί στην επιστημονική προσέγγιση της Εθνικής Πολιτικής Διοικητικών Διαδικασιών ως ενός πολύ πρόσφατου νομοθετικά συντονισμένου σχεδίου δράσης δημόσιας πολιτικής η οποία έχει χαρακτήρα ολιστικού διοικητικού ψηφιακού μετασχηματισμού. Προέκυψε ως μια επιτακτική αναγκαιότητα πολλαπλών κοινωνικοπολιτικών πιέσεων, συνθηκών και παραγόντων, πέρα από την χρόνια απαίτηση για απλουστευτικές μεταρρυθμίσεις στην ελληνική δημόσια διοίκηση. Στόχος της είναι η απλούστευση των διαδικασιών και η ψηφιοποίηση της παροχής των υπηρεσιών προς τους πολίτες και τις επιχειρήσεις από εθνικές πύλες με ενιαία ταυτοποίηση στοιχείων, ώστε η εξυπηρέτηση να πραγματώνεται με ταχύτητα, ομοιογένεια, ασφάλεια και λιγότερα διοικητικά κόστη σε ένα ψηφιακό περιβάλλον. Απώτερη στοχοθεσία αυτής της συνεκτικής και καθολικής πολιτικής είναι η ενίσχυση της ανταγωνιστικότητας με τη δημιουργία ευνοϊκότερου οικονομικού και επενδυτικού πλαισίου εντός και εκτός των πυλών της χώρας. Η ελληνική διοίκηση από κοινού με τους κυβερνητικούς παράγοντες, που καλούνται να την σχεδιάσουν και κυρίως να την εφαρμόσουν, αποτέλεσαν μέχρι σήμερα τα σημαντικότερα εμπόδια κάθε μεταρρυθμιστικής πρωτοβουλίας. Θα διερευνηθεί, λοιπόν, με την παρούσα, η ωριμότητα να ανταποκριθούν σε μια νέα κρατική πραγματικότητα διοικητικού αποτελεσματισμού με βάση τα μέχρι σήμερα παραγόμενα μετρήσιμα στοιχεία και δεδομένα.
Abstract:
This thesis is a scientific approach of the National Administrative Procedures Policy (NAPP), which is a very recent legislated and coordinated public policy action plan of administrative and digital transformation. NAPP emerged as an urgent necessity by multiple socio-political pressures, conditions and factors, in addition to the chronic demand for simplification reforms in the Greek public administration. Its aim is to simplify administrative procedures and digitize the provision of services to citizens and businesses from national dg portals with one-single digital authentication, so that the public services is carried out with speed, homogeneity, security and less administrative burdens. The ultimate goal of this coherent and all levels administrative policy is to strengthen competitiveness by creating a more favorable economic and investment framework inside and outside the country's gates. The Greek administration along with the government, who have been the most important obstacles until now to any reform initiative, are recently called upon to plan and most of all to implement this new reform policy. Therefore, this thesis will examine the maturity of the factors to respond to a new state reality of administrative efficicancy based on the measurable produced till today data.
