Abstract:
Transports are used as the mean for the achievement of an aim, associate with other sectors of economy. Simultaneously they are source of advantages and technological challenge unbreakably connected with the structure and the operation of a developed society. The air transport constitutes a new dimension of transport‟s development, where after the two World Wars, this perspective could be clearly related to a peaceful use of air transport, a fruitful collaboration of states and reconstruction of international economical standard.The first steps in international level were realized with the Convention of Paris in 1919 and with the Convention of Chicago in 1944. Consequently from then, any economical or social effect and progress in international level, posed influence on air transport and contributed to promoting a common frame of regulations respectable from all members. There has been a great upsurge of this tendency in the USA, where in 1978 was adopted the liberalization of air transport. The monopolistic model of market, the interventionism in the configuration of prices were completely abandoned and the air connections were increased.Europe is being corresponded in the challenge of USA and is taking an active role only in 1987 demonstrating three packages, which progressively lead to the liberalization of air transports. In a deregulation, with new features arising from the diversity of EU‟s arrangement.Although the steps were slow but steady, a new economic and political environment in intra-Community transports did not delay to be established. All European airlines today, have the ability to fly freely not only in domestic routes but also from-to the member states of EU. Additionally, they manage ticket prices, the cost and the shipping completeness, without government intervention and control, according to the conditions in the aviation market the given moment and with respect in the rights of European citizens in their safe movement within the internal market.In Greece this venture was not initially successful but followed a difficult way that often it led in impasse. The obstacles, that should have been overcome many times, led to recession while government protection for the national carrier was inflexible. However this experience derived from the long-term problems and from attempted solutions ultimately manages Greece to compromise the past with the future of common EU transport policy.
