Abstract:
In the midst of the economic crisis plaguing European economies and the system of the European Union as well, EU communication both towards internal and external publics seems to be lacking behind. Is that what the new communicational paradigm of EU has promised for? Should this crisis experience be incorporated in the “master narrative” of EU as a Normative Power in Word as a success or a failure story? Are there any communicational activities of the EU to match this normative profile and project EU as a major power inward and outward –despite or thanks to this crisis? Instead of a definitive answer that would contradict the hybrid nature of the EU, here are presented the major steps in the communicational history and practice of the EU, as seen through the conceptual lens of the (New) Public Diplomacy Paradigm (a concept that EE seems to be still hiding away from) and throughout the communicational turmoil the economic/eurozone crisis has generated. To attest the obstacles and prospects of the new paradigm in EU communication in IR in times of crisis a research project is ventured here: though the sample is restricted in temporal or representational terms (The communication activities of six EU delegations in the middle of the crisis –five in EU, one outside it), it is maybe encouraging to see the communicational trend in EU move slightly away from the old paradigm. It is not about monumental changes but something is moving and the current crisis could be the springboard for a communicational change in the context of the (New) Public Diplomacy Paradigm.
